4. Competition conditions

(1) The opening of the title race

Focus on post-doctoral research projects, technical problems, research breakthroughs and technological upgrading needs of universities, research institutes, science and technology enterprises and key laboratories in the province，Promote the doctor (after) to reveal the title of the reward release model，Solutions are solicited for doctors who plan to engage in postdoctoral research in Shandong, and postdoctoral groups who are in or out of the station in China，To achieve accurate docking of postdoctoral research results with effective needs，Promote the transfer, transformation and rapid landing of postdoctoral research results。The list is divided into two categories: First, focus on the recruitment of postdoctoral talents, combined with the needs of scientific research, publish the list of postdoctoral talents;The second is to focus on solving technical problems and technological upgrading needs of enterprises, research institutes and other units, and publish a list of technological research needs。

Listing units shall meet the following conditions:

1.Having the status of an independent legal person;

2.In the past three years, there have been no major violations of law or regulations。Good production and business performance and credit record;

3.Can guarantee the salary of Zhang Bang's position and the capital investment of project implementation, provide the support and supporting conditions of project research, project research and development implementation, and take the lead in promoting the application of the unit after the completion of the project;

4.After the successful docking with the revealer/team, both parties are encouraged to sign a work contract (agreement) or cooperation agreement。

The project requirements proposed by the listing unit shall meet the following conditions:

1.Focus on the new generation of information technology, high-end equipment manufacturing, new energy and new materials, biomedicine and health, modern agriculture and food, Marine development and application and other fields of "bottleneck" cutting-edge technology, key core (common) technology, key parts, materials and processes technical bottlenecks and key problems;

2.The annual comprehensive salary of postdoctoral positions is not less than 200,000 yuan, the annual comprehensive salary of "Provincial postdoctoral innovative talent support plan positions" is not less than 300,000 yuan, and the total investment required for each project in the list of technical research needs is generally not less than 500,000 yuan.

3.The list of talent recruitment must be clear about the requirements of post personnel, research direction, comprehensive salary treatment, etc.The list of technical research must specify the project index parameters, capital investment, time limit requirements, ownership of property rights and other requirements that should be put forward to the participant。

The revealer shall meet the following conditions:

1.The winners of the list of postdoctoral talents should be domestic and overseas doctors who plan to engage in research in the postdoctoral research mobile station, postdoctoral research workstation and provincial postdoctoral innovation practice base in Shandong Province;The unveiling of the list of technical research needs can be doctorates at home and abroad, postdoctoral staff in or out of the station and their teams;

2.Have the ability to complete the post-doctoral research projects or put forward clear solutions to the needs of the list, requiring clear thinking, feasible technical routes, real data, clear expected goals and corresponding technical indicators, and reliable project completion time and schedule;

3.Have legal and independent intellectual property rights, no intellectual property rights disputes;

4.Postdoc talent list opener is generally individuals;The list of technical research needs can be an individual, or a group of people to conduct joint research, the team has a relatively clear cooperation mechanism and the core members of the team must have at least one doctor or post-doctoral researcher in the station (outbound);

5.Company employees or postdocs at the station are not allowed to participate in the unveiling of the unit's technical research projects。

(2) Entrepreneurship competition

1.At least 1 person in charge of technical research and development or core member of the project research and development team is a doctor or post-doctoral researcher in China or has been in the station;

2.The entries should be products, technologies or business service models with good innovation application, in line with national laws and regulations and industrial policies;

3.The applicant or team intends to register as a start-up enterprise in Shandong Province with the core technology of the participating project, or has already registered as an enterprise in Shandong Province and the registration time is not earlier than July 1, 2023;

4.The applicants or teams have legal and independent intellectual property rights or use rights to the entries, and there are no intellectual property disputes;

5.Has been registered as an enterprise, should be standardized operations, good social reputation。

Project and team leaders who have won gold, silver and bronze awards in the National Post-Doctoral Innovation and Entrepreneurship Competition or China Shandong Post-Doctoral Innovation and Entrepreneurship Competition are not allowed to re-apply for the competition in the same category。

5. Tournament arrangement

The competition is divided into three stages: registration, preliminary and final。The organizing committee of the competition will issue relevant notices and make arrangements for the specific work。

(1) Registration

Participants can register online at http://www.sdlxry.com/bshds)。The participants of the opening title race will select the participating region according to the location of the listed unit, and the entrepreneurial race will select the participating region according to the planned landing or location of the project. The registration deadline is September 20。The registration of the competition shall implement the commitment system, and the participants shall make a commitment to the authenticity and legality of the registered items. The same item or the same person shall not re-register in different events and different groups。Each city shall conduct a qualification audit on the completeness and authenticity of the projects registered in its region to ensure that the participating projects meet the registration conditions of the competition。

(2) Preliminary competition

According to the registration situation, authoritative experts in the industry will be organized to evaluate the projects in the appropriate form. The organizing committee will determine the number of projects recommended to participate in the final according to the registration situation in a certain proportion, which will be completed in late September。

(3) The final

Organize the final of the project by the way of road show defense。The entrepreneurship competition is hosted by Jinan City，The new energy and new materials, Marine development and application track of the opening title race is hosted by Qingdao City，The high-end equipment manufacturing, modern agriculture and food track leading the competition was hosted by Yantai City，The new generation information technology, biomedicine and health track leading the competition was hosted by Weihai City，It will be completed by mid-October。

6. Incentive policy

(1) Contest awards

The talent attracting competition and technical research competition are respectively set up 6 tracks, and the entrepreneurship competition is set up 6 tracks。Each track generally sets 2 gold awards, 4 silver awards, 8 bronze awards, and several winning awards。The gold prize is 50,000 yuan, the silver prize is 20,000 yuan, the bronze prize is 10,000 yuan, and the winning prize has no bonus。The number of courses and awards is adjusted according to the actual number of finalists。Prize support will be provided to the winners of the talent recruitment category of the opening leading contest after they have officially completed the formalities of entering the station (entering the ranking unit). The deadline for entering the station is November 30, 2024。The winning projects will be awarded with certificates, prizes and trophies by the organizing committee。

(2) Organize rewards

The relevant city and station units with outstanding performance in the organization of the competition will be awarded the excellent organization award and notified for praise。

(3) Award support

7. Precautions

(1) The competition will not charge any fees for the participants。

(2) The entries submitted by the participants shall not be plagiarized, embezzled or have intellectual property disputes。

Once found, the participant will be disqualified and the prize money will be recovered, and the relevant responsibility shall be borne by the participant。
